Yes, that's a good upsize for the Octi. As for the tyres I would highly recommend Michelin Energy XM1's for their comfort factor and low road noise. Hankook's might be good but Michelin's are definietely better.

I have goodyear eagle NCT 5 (185/65 R 14) in my Baleno...have already done 19k and look like they will last another 15-20 k for sure if not more...the tyre noise is very less too..
which tyre do you have currently....
for correct upsize calculations ....... go to http://www.carbibles.com/tyre_bible.html
remember....wider tyres improve cornering and stability but reduce the ride comfort and accleration (unless the car is seriously undertyred to begin with and has lots of wheelspins)...so choose your upsize wisely...
