Yellow & Red Dots on Tyre sidewalls?

Hi experts, My new car's tyre was punctured and guess what was the culprit ? An additional valve cap inside the tyre (with compliments from the company). I took it to the service and claimed warranty and they allotted a new tube. I had asked them to check all the other wheels for additional compliments if any and they agreed and said that if you are to remove the tyre from the rims, you have to perform wheel balancing once again. Now any truth in this ? There are blue dots in the wheel rims which coincides with red / yellow marks in the tyre walls. Would it suffice to put the tyre back into the rim by these marks without wheel balancing ? Searching the web, all I found was this :
