Government proposes new norms for Tyres | Rolling resistance, wet grip and rolling sound emission

The GoI has issued new norms for tyres that requires a certain benchmark for rolling resistance, wet grip, and rolling sound emission.
It's nice to see government action towards safer roads, and come October we might have a common star rating for tyres making it easier for the layman to choose the right shoes for their ride.

Why spend time and money for something that has been around for 10 years or more in the EU? They should perhaps use their time on implemeting road safety and upholding the law.

Why cant they use the European system instead of developing their own? After all they are setting the standards for road safety.

This sticker is mandatory on all new tyres. They also have stickers for all electrical goods.

Government Proposes New Mandatory Norms For Tyres

The new norms propose having standards for rolling resistance, wet grip and rolling sound emission, which will be mentioned on tyres, in a bid to improve overall safety levels of cars, and will be applicable for new tyres from October 2021.

Quote:
The Ministry of Road Transport and Highways (MoRTH) in its draft notification proposes the new tyre norms to be applicable from October this year for all-new tyres. Meanwhile, existing tyre models will need to comply with the norms from October 2022 onwards. The move is likely to be the first step in the direction of bringing a "star rating" system for tyres. More recently, CEAT introduced its own tyre label system in India with the SecuraDrive range, which mentions the aforementioned details.

Having worked with Govt of Dubai who used to do a lot of copy paste jobs on bringing standards from Europe, US, India, et al which almost always fell short of requirements of the middle east. I can safely say having first hand knowledge of the matter that it doesn't always work well for a large country esp like ours to just copy paste standards from places that are nothing like our own. I'm sure there's a lot of basics that are copy pasted but in the end, our engineers should look at the systems and the myriad requirements of this nation before finalizing on a 'standard' that could mean make or break for a lot of parties involved. Importers, manufacturers, OEM suppliers, etc. need to be catered to as well as the end consumer.
Hope that these standards once ratified are more help than trouble as we have seen many a times with Governments regurgitating utter rubbish that is just too annoying (case in point-speeding beeps on cars).

Overall good unless there are hidden catches. This should weed out the rubbish domestic and imported tyres, especially for two wheelers.

Re: Government Proposes New Mandatory Norms For Tyres

If the norm proposes that the manufacturer just mentions the rolling resistance, wet grip and rolling sound emissions on the tires, then it really does not solve the problem.

Ideally, there has to be a norm set by Government, on values for each of these parameters beyond which tires should not be allowed to install on the vehicle.

This will definitely help to improve the quality of tires.

Current OE's will definitely have requirements (cascaded to supplier's) for rolling resistance to ensure Fuel efficiency is met for their cars.
For us, whatever segment we buy, "what's the mileage is the first question"

However adding braking performance in wet & rolling sound emission is a welcome move.

India road conditions & the surface are entirely different from Europe.
That's why we see almost all the tire manufacturers have different tire sets for India.
From my limited knowledge, India roads are much severe (in terms of composition & nature) & it will wear a tire with Eu spec easily than the local one's.

Your point is valid but an EU standard will be totally inappropriate here. We have far hotter temperatures, much more diverse road surfaces as well as severe abuse (underinflation etc.).

This is similar to Michelin tweaking their EU tyres (for Asia) by testing them extensively in Thailand. For example they modified the Primacy 4 and renamed it Primacy 4 Silence Tuned ('P4ST) for Asia.

A tropical set of parameters is more apt.

Lets see how they implement it and how it changes the market. Most such schemes these days end up jacking the prices of certain goods.

This will also drive the prices up for sure. This can be more harmful considering the fact that many people even go the extent of retreading the tyres besides:
- Using a bald tyre beyond the wear level.
- Using a damaged tubeless tyre with a tube inside.
- Buy unbranded tyres or even cheap chinese tyres with probably no quality control.
- Skipping alignment, balancing, rotation etc.

Rather the government should step up fining people who drive with bald tyres through traffic police check ups. Public awareness should be raised regarding the importance of good tyres and treads (I am sure many people in my professional circle must not be knowing about the use of treads despite being educated [doctors]). Till my college time, I used to think treads help with grip and used to wonder why F1 cars have no treads).

Re: Government Proposes New Mandatory Norms For Tyres

Good move but why do it in bits and pieces. We are already paying hefty taxes, just asking to put a law which says" All cars should score atleast 5 stars in NCAP test". Except few signatures, there is nothing more that Govt. has to do here.

Quoting from the article:

Quote:
Both domestic tyre manufacturers and importers for cars, buses, and heavy vehicles will have to comply with the proposed mandatory norms.
I suspect these norms will be put in place to block cheap Chinese imports. It is unlikely that cheap Chinese brands comply with such norms.

I don't recall which economist said this, but a very famous one said in the past 3-5 years that the Indian government is stretched too thin and tries to do too many things like a western socialist state. Instead if it were to claw back and do what is absolutely necessary we all will be better off. These are the kind of decisions that lend credence to that economist.

I think if the regulations demand, the Chinese can meet them especially since these tyres are manufactured in state of the art setups and mostly copied from the bigger manufacturers who have manufacturing there. Hence, it wouldnt necessary prevent Chinese brands from selling here. What would rather be interesting is to know how these chinese brands would stack against brands like Ceat, JK etc. And if they fare better than the Indian economical brands, then it would sound to be a worthy alternative. But all in all, this is a good move and while the mass market might not give a damn about tyres except for its price, it would still be useful to buyers who do give a serious thought while choosing tyres.

When the Chinese tyres turned up in Europe about 20 years ago, they were ignored by the motoring press. Now it is a different story. The established tyre factories are feeling the heat Check out how these Chinese brands did in a test. I am quite sure that the results are biased.

There was a scandal a few years ago when the press found out that the best results went to those who paid most. Besides, the tyres from the big brands were not bought from a shop but specially made for the testing and delivered by the factory and not what we imortals could buy.
Again you have to ask our friend Google for help.

re: Government proposes new norms for Tyres | Rolling resistance, wet grip and rolling sound emission

The Ministry of Road Transport and Highways (MoRTH) is hyperactive these days. Yes, as many rightly say, the copy and paste jobs of such policies from developed countries are ruling the roost.

But wherever these Babus are applying their own minds, the resulting notifications are a total disaster. These MORTH created recent notifications are creating unrest and are upsetting the otherwise smooth going of thousands of affected motor vehicle owners involved. One could check out the recent MORTH scrapping policy (there are some threads on teambhp and the criticisms by all affected are on genuine points), the astronomically hiked re-registration fees for all older vehicles (condemned by one and all in threads here), de-registration of all government vehicles after 15 years (another thread here where almost everyone has blasted the move) and so on. That's bound to happen and natural. One cannot expect generalists from the IAS cadre to be experts in every field. Someone gets transferred to the MORTH from the Ministry of Culture or Textiles or Coal and so on and becomes a key person in drafting such disastrous policies here.

Hence, we should be satisfied with the copy and paste jobs from the West, as these Babus will enumerate disastrous norms even for old tyres like compulsory replacement for all tyres with a 7.5 mm or lesser tread or RTO fitness tests for all five year or older tyres or compulsory replacement for those tyres/tubes that have suffered more than three punctures or else imposition of heavy fines and challans and so on, leaving aside the notification for new tyres.

Actually, technical persons with expertise in the field need to be involved in such drafting of crucial policies for automobiles, for it to suit the Indian conditions and usage, but sadly the Babus believe that they are superior to everybody and they can perform all the Herculean tasks much like "know it all" guys.

The thread with this URL needs to be merged as it was created later, but with a similar title.
