I was always under the impression it was 60 minutes!

Well, 60 mins is under ideal conditions.

Some factors like road surface, tyre pressure, age/condition of the tyre, lateral g forces etc can drastically change how it behaves at the limit. So why take a chance, just get better tyres.

the speed rating is also dependent on the load on the tyres , so if your tyres are loaded more than what they are designed to handle , it brings down you speed rating, which means your effective tolerance limits come down .
