Help with 15 inch tyres for NHC

Hi guys.Well,I have booked NHC,and am planning to upgrade to 15 inchers..please advice which ones I should buy..will putting in 15 inchers improve on the high-speed stability and also braking stability of the vehicle?
Also,I would like to know how much this would cost.I also want to know whether we get the inside normal rims with the tyres?..or I have to buy those separately..?
I also would like if someone could explain the tyre size stuff- like what is 195 X 6 X 14 .. what each number stands for..I'm quite new to this..
Will the Fuel efficiency be affected if I put in 15 inchers?
