Tyre and Rim options for my Xeta(2006)

Guys,
i am in a real fix. From past few months i have been wanting to replace the stock tyres on my 2006 Xeta GLG. My current tyres are in a bad shape due to misalignment (and my ignorance). there is no way they i can survive Mumbai rains this year and have already spent on mending punctures,tubes etc in last month alone.
My drive is usually 35-40 kms a day to work in peak traffic time and twice a month a drive on the weekend with family.
i understand from this forum that the tyre size is 165/65 R 13's but since i am opting for tubeless tyres the stock rims wont do. I am unable to get rims/alloys for 13" and am suggested by some vendors to upsize to 14" or 15" while others do not recommend as the vehicle is 4 years old it might cause issues with suspension or something else. i am not sure of what is to be done.. upsize or dont upsize??
Is there someone here who can get me good 13" rims/alloys with tubeless tyres. I stay in Mumbai (in Andheri east for those who are aware).
please help me guys......
