Yes it's a 10, or Super 10.
The regn. is a Delhi one (could make it out as DIC- yes only those 3 letters! ), so unfortunately it looks like it can never be renewed again, thanks to the NGT rule in Delhi! Maybe that's why the car is not being driven and he's probably just retaining it for sentimental reasons.

The NGT has revised its directions in December 2017, allowing automobiles older than 50 years to ply on roads to participate in rallies, exhibitions, driven for repairs and maintenance. Hence, 50 year plus old automobiles are not de registered, but can be subjected to fitness tests at the RTO as in other parts of India.

Looks like a 1938-39 Mercedes 170V in Goa. The weather has taken it toll and I am sure lot of parts would have been vandalized

it looks more like a post war 170S .But if it is a 170 V I know someone who has been searching for a steering box in right hand drive for one.
Any chance it could be obtained and sent to Australia??
