My guess would be that it's for the Republic Day Rally. But seems to early for that.

Hello Sagar,

There are 3 Kingsway cars in Lucknow - one with the UP Police ( DGP official car ) another with the army Central Command ( army commander's official car ) and one more.
The cars are used for ceremonial purposes only.

As for vintage cars/ vehicles still in official use :
In Lucknow - other than the 2 cars above :
The 1911 Meriweather fire engine is still on the police records and still works. The Log Book for the Meriweather makes interesting reading.
There is even a 8 horse ceremonial carriage for the Central Command army commander which is still used.

There would be about 30 non working vintage vehicles on UP Government records in the city of Lucknow.

The UP Police car has all the wheels intact and of the correct size , the photograph may have caused some parallax or perceptional views. The body work does require improvement

As for the newspaper article , it is a lot of gas -
I am presently not in India , but I have been given to understand that some work on the brake wheel cylinders of the DGP car was done at my place ( at a friends request ) before the DGP rode in it .

I am not sure Sir if the paint work was original. But yes the car looked very well maintained.

This car is in my building.. Has the original engine / transmission etc.

Just beefed up to rally spec with sparco racing seats and twin radiator etc
