Tamil Nadu: Dealers to provide helmets with new 2-wheelers

The Transport Commissioner of Tamil Nadu has instructed that manufacturers or dealers must provide a helmet at the time of purchase of a new 2-wheeler.

The order is in line with the Central Motor Vehicle Act, rule 138 (4) (f) 1989, which states that at the time of purchase of a two-wheeler, the manufacturer of the two-wheeler shall supply protective head gear which meet the specifications prescribed by the Bureau of Indian Standards (BIS).

According to a report published in March 2019, Tamil Nadu recorded 12,216 road fatalities in 2018. While the total number of deaths caused due to road accidents has decreased compared to 2017, 2-wheeler riders constituted 33% of the total fatalities.
