Android Auto or not, those who want to use a cell phone will use their cell phone. I don't think Tesla drivers are any less distracted than other drivers (In fact, they may throw caution to the wind due to Mr Musk's marketing).

GM wants to sell software a subscription to open a new revenue stream. I'm sure they saw that charging for Android Auto/Apple CarPlay by a certain German manufacturer brought about a huge backlash.

There is some merit in this idea. Tesla has great maps and music apps built into the system and they don't even offer AA/ACP, and customers don't complain either. My dad's XC40 Recharge has built-in Google infotainment so there is no need to use ACP even though it offers it. If you have decent maps (Google Maps) and music apps built-in I don't see the need for phone integrations although it's better for the customers to have those options if needed. Of course, this is a ploy by GM to slowly make users buy subscription services, and I don't buy their safety concern BS either.

There are already off to a bad start. Softwares are always prone to bugs and no one, I repeat no one makes them perfect the first time around. Systems that are tried and tested over the years have improved but still face bugs. Here GM also integrated car functionality in the software making ir even more critical when bugs popped up.
