I have a setup similar to your price range. Here are my suggestions:

HU: Pioneer 5-6K (Pioneer HU is not bad)
Components: Hertz HSK165 or similar (14-15K)
Rear Speakers: anything in range of 3-4k (it is only rear fill. you can avoid it if you want.)
Amp: 4channel+mono (I have a pioneer and I am satisfied. But Alpine 4 channel would be better) combined 17-18K
Sub: 10" Herts or even better, Image Dynamics. You can do with MB quart or other. But try avoiding fosgate or kicker. There are mostly more show than go. 10K with sealed box.
Spend the remaining for sound damping, 8 gauge or better amp kit, RCA and speaker cables. The quality of these acceries makes a lot of difference.

I would rather spend more on components, amp and sub than HU. I prefer the ratio of
Front components + sub: 40%
amp: 30%
HU:15%
Rear: 5%
Connection + damping: 10%

It is dangerous to have fixed budgets. A system must be judged on the merits and demerits of each component and how they compliment each other.

Also for every price point the budget allocations in % terms will change. For example for someone spending 15K I would not advise any spend on wires or damping; for someone spending 30K 5% (Rs. 1500) would not suffice for rear speakers. etc...

Navin, you are perfectly right. The breakup I gave is for 60K budget. In 20-30K budget, I would avoid rear speakers all together. I feel having a good front components will sound better than having 4 mediocre speakers. I have spent almost 60K and I still don't have a rear fill.

I don't have any problem. But since you live in Faridabad and everyone know that you are Harpreet Singh with red bullet which you had brought on the meet why put Chandigarh there. Rest it is your wish you can keep it USA also....

Navin Ji I think we can close the thread as we are not discussing anything about the install. We can reopen it when Stroke^ gets his new Safari.
