The 3rd axle is called a lift axle.

Its is lowered pneumatically only when needed ie when carrying heavy loads. Otherwise its retracted for better manuverability and fuel economy.

Way back in 1981, at the India International Trade Fair in Delhi, Tata had exhibited a somewhat similar truck with two rear axles with lift mechanism in one. It was designated Tata 1812. However, it was never launched, at least not in India.
