Bus Air-Conditioning query

Hi, I am trying to help out with my kid's school buses. They all have uniformly poor to non-existent air conditioning. The vent temperature feels like 20 degrees instead of 6-8. The air con mechanic ( units are aftermarket) says its like that only and refrigerant is proper. the buses are eicher (lcv size) and have 2 air con units each but the buses just dont cool. Its not a problem with one bus all the buses have the same problem.
Any suggestions for a good mechanic / outfit specializing in bus air conditioning in Mumbai?
