Which To-Do List App to use to work with team members?

How about "Smartsheet". We use it at work and it's quite useful project management tool.

I suggest Jira, it is free for upto 10 users and you can set-up projects for each list and manage access to those projects accordingly. I have first hand experience since I'm a Jira administrator myself.

You can also use Trello, a simpler version where you'll have boards for each list. Let me know if you need help in setting up Jira.
