Net Limiter is awesome. I dont think it is the most accurate, but is good enough.

It is a freeware. SO, no time limits on it. I suggest it wholeheartedly.

I have been using Tautology Bandwidth Meter - Internet Traffic Usage Monitor since 1 year, never had any complaint, its free, reliable and less load on hardware. You should go to settings and set your billing day (monthly rollover date), so that it will keep seperate usage record for the month. My billing date is 26th of every month, so I have kept monthly count set from 26th to next 25th of every month. Its accurate too ! You can also set a time everyday if you dont want to count the data (if you have unlimited and free data for any time of the day or nite).
