Sure, sometimes the roads in Kerala, especially the ones in rural areas during the mansoon, could be 'roads to hell'! Low quality of construction, high rainfall, and lack of maintenance are the reasons. Recently, the DGP of Kerala was quoted as saying that Kerala roads are worse than Kabul roads.
