Lesson to be learnt from this incident:

DO NOT swerve suddenly at high speeds to rescue stray animals. You never know how the car will respond at those speeds. Moreover, losing control might mean, you cause more damage than what you saved.

Regarding the car catching fire:

The fuel cutoff switch, even if activated, will only cut off the fuel to the engine, as its said to be the most prone to fire. The rest of the fuel lines and tank are still very much vulnerable to damage and hence to fire.

Regarding cops: Hats off!!.. . Really glad to know that atleast some of them cross the line to save lives and make the world a better place.

The article reads that the engine soon heated up and caught fire.

How an engine can heat up so much that it catches fire by just overturning? I guess the fuel tank must have been leaked and fuel came in contact with hot engine.

Or it is just the TOI reporting as usual?
