Pretty easy - especially since they are Google!

It's obviously a lot of signals put together. Eg.:
- Has the user ever/often logged into their gmail account on a desktop
- Are desktop devices sharing the same IP
- etc

In fact, Google Analytics also extends this feature by allowing you to identify users by User-ID (which is common across their devices), so, for example, you can see if the person who googled your site on their mobile eventually bought your product from their laptop a day later.

Thanks. Underlying assumption being all have a google account to log into!

Actually to put some more thought this would be possible; there will be a huge chunk of android users who will have to create a google account but never have the need to use the gmail account or even access a computer. It would be the above segment that account for the 20Mn with a mobile only account.

Moot point - the above segment probably will have very less overlap with folks interested / buying cars

Yes, but that's just one of the many ways this can be detected.

Do note that these stats were from 2012.

Indian internet users have grown from 121 Million back then to closer to 500 Million in 2018.

And you can be pretty sure that a huge chunk of that growth has come from mobile-only internet users.

And yes, a large majority of those mobile-only users won't be car buyers. But there's also the older generations who aren't computer users for work, and therefore only rely only on their smartphones these days to access the internet. And a lot of them do buy cars.
