This is the rotten side of the policy! They simply want to tax people more! Otherwise, there is NO reason they would charge more when the person still has ONLY one car under possession.

Another flaw! technically, the person is owning a second car, but NO extra taxes! (Personally I would be happy NOT to pay the extra taxes, though)

Is he doing a favor to the people by doing that? As per the definition, I am NOT supposed to be charged with additional taxes if I do NOT own more than one car!

Note: This comes from a minister who heads the public transport division in Kerala and who is NOT able to make a profit out of it while his counterparts in Tamil Nadu & Karnataka are doing brilliant business! The debts keep rising in his portfolio and probably this way he wants to show more amount in his kitty! And his next mission is to put additional burden on the people! What a way to go !!

Very well said! I am really amazed with the kind of negative responses people have towards this move on this forum! On one hand we blame the govt on poor infrastructure and on the other hand we contribute as much as possible to this mess!

- there are 77 lakh registered vehicles in Kerala
- the additional vehicle tax is applicable only to new registrations, including two-wheeler registrations. The tax is not for new cars, but for new vehicles. That is, if you have a Ferrari, and want to buy a moped, you pay additional tax for the moped.

I think it will take some time to get implemented an is a very hot topic for debate.

Since Kerala is known for its thin roads, increasing traffic is really a matter of thought. Its high time for 'God's Own Country' to move on to four/six lines.

I honestly pray the increasing tax figures to fill atleast some of the pothholes in our so called highways !

I just read the media reports where they mentioned just cars. Doesn't that mean you'll have to pay higher tax rate if you already own a two wheeler and decide to buy your first car? Its unlikely that someone would buy a car as their first vehicle except for the kids belonging to the rich families who just turned 18. Most middle class families graduate from 2-wheeler to 4-wheeler

Idea is Good. Second is for added convenient.
But how can this be tracked? Is a big question.
It will result in more bribes/using the loop holes etc.,

Just now realize, you are apparently now located in Hyd. Sorry!

Unfortunately that's how things are going to happen. You sell your 2-wheeler to someone, (your bro or sis) and officially change the ownership. Then buy your dream car. Else....

Come on guys, easy solution. Just buy 3-4 houses and fill your garage with as many cars at low taxes. Would be even better if the first car is completely Taxfree. Imagine buying a Honda city at 6 L. Or a Innova at 8L. We could buy a house in some rural location for the money we save.

Looks like Indian Express has specified 'additional vehicle belonging to same category' in their article. There seems to be a lot of 'interpretation by journalists' happening.

Since the biggest issue that people in Kerala are facing in recent times is the Solar issue, I guess this might not even come up for a debate/discussion. We'll only know the full details once it becomes a rule.

These guys does not give a second thought before making laws. Problem is, we have too many laws, and we have lost track of many of them, and many conflict with each other. And a bulk of them are not enforceable.

I think, politicos should refrain from creating laws that are not enforceable.

Its a good move, if people can afford two cars, then they should definitely be ready to shell out more. Question is whether its practical? as some have asked. Secondly what will the government do with the additional sum, will they plough it back to provide better road facilities?

I appreciate the move. Certainly helps maintain the carbon foot print. As for those you think this is going to cost them a bomb I would say that road tax in Kerala is already much lower than its neighbouring states and even if someone can afford multiple cars an additional amount would not much matter to that person.

Ours is a funny country, isn't it?

First we create these ad hoc policy changes, then industry protests, so policy gets revised, then people protest, so some more roll backs, then government realizes elections are around the corner, so they exclude women, senior citizens from the policy, then they realize that isn't cutting it, so more exclusions for minority communities, then they think they need to do more, so they make more revisions to accommodate backward class, scheduled cast etc., then upper class protests, so they introduce a creamy layer clause and the policy gets into a perennial revision mode.

Agents/crooks make a killing while the policy gets debated in the assembly, chairs get thrown around, tables broken, MLAs hurl abuses, media has a field day, then elections, new government comes in power, they squash the policy and announce their own version of it!

A movie gets made on this (a la Peepli Live!) and gets sent to Oscar. Then someone protests that the movie did not deserve to be sent to the Oscars and sits on hunger strike!
