If the law allowed to issue license to a 16 year old person at one time, then how can it become illegal now? So a few years from now on, say if the minimum age for license gets raised from 18 to 21, will they invalidate all those licenses which were procured between 18 and 21 years of age? The least they could have done here is doing away with the learner's license part.

It depends on states. Different states have different rules, however, majority of the states do not require you to go and retake the test. It is usually renewed without the test and even you can renew it online and you don't even need to go to DMV.
