I think that this migration works across states too. There is a Vento ocassionally parked near my office with the plates showing RNM 0002. I havent been able to see who the owner is, otherwise I'd surely have asked him details.

I agree with you in principle GTO, but in practice ₹25-30k is a pittance compared to what you’d actually end up paying - at least at the Tardeo (central Mumbai) RTO. Please keep in mind that despite the published rates one still needs to sugar the pot as far as the RTO officials are concerned.
