Delhi police launch e-challan & e-payment system

According to a media report, the Delhi police have launched an e-challan and e-payment system in the capital, that will allow traffic violators to pay fines online.

At launch, 1,000 hand-held, Android-based devices have been issued to the traffic police. The devices are said to be of industrial-grade, 4G compliant and have biometric identification and digital payment features. They are GPS enabled to track locations and also have a camera violation app that is connected to the e-challan system. Data from the devices is updated regularly and is sent to the National Informatics Centre (NIC) in real-time. The history of the driver and the vehicle can be retrieved if required. The system is capable of accepting digilocker-compliant documents.

An SMS notice is sent to the violators with details of the violation. The system uses an integrated software, which will allow traffic violators to login securely and settle violation notices with proof of payment. Residents of other states who are fined in Delhi can also pay online.

It has been reported that 6,03,503 e-challans were issued during the testing phase and Rs. 9.5 crore in fines was collected. The project has been commissioned for 3 years and could get an extension if needed.

I am actually surprised to read it that Delhi has implemented this now. Many states have implemented this way back. Even JH has one although some modules are still under development but one can search for eChallan, along with photograph as a proof of violation and pay the fine. : https://echallan.jhpolice.gov.in/payment/payonline

But overall, systems like these are the need of the hour. Thanks for the update.

Dad and I have had many discussions about the Traffic Officials clicking pictures of motorbikes and cars which crossed the Zebra Crossing at red lights when the signal was red and most of the time, we concluded that the E-Challan system may soon be implemented in Delhi as well. Now it is clear why they were clicking pictures and not fining people instead. Anyways, I welcome this step by the Delhi Traffic Police and I am sure that this will surely reduce the number of violations.
However, we do have huge number of vehicles, specially 2-wheelers out on the road which have fake registration plates, unreadable registration plates, untraceable owners, stolen vehicles and a lot more. It will be a difficult task for the officials to track down such vehicles.
I just hope they come up with solutions to avoid any loop holes and implement this mechanism properly.

Redressal mechanisms are not online however. Came across this recently and the person has been asked to visit the office post lockdown.

I check Delhi traffic sentinel website every week since January this year and there was not a single challan against my vehicle. However late March while casually checking website I found multiple improper parking challan were issued against my vehicle and all were court challan and dating back to January. The police did not give option for online challan another tool to harass people.The similar issue is with my wife's car. It seems they are working to meet a target and it's all manually fed otherwise it should appear instantly in website.

P.S: I had already mentioned another thread that improper parking is due to parking attendant of the hospital.

Got the first over speeding challan in 13 years of driving. Got challaned twice for over speeding in a span of 2 minutes(11:01 am and 11:03 am) on the same stretch. Just curious to know, Is this even legal?

This happened during the lockdown period. The challan amount has been paid online to avoid the hassle and associated risk associated with the visit to traffic police HQ post the lockdown period.

Hi everyone. Got a notice from Delhi Traffic Police for overspeeding on Gurgaon - Jaipur stretch. Is there a difference between notice and challan? What is the procedure to pay the amount and how to check if there is any image of the car captured by the camera?

Further, the notice does not specify the speed of the car and the car is not registered in Delhi.

Notice/challan are the same thing, challan usually refers to the fine payment receipt.
The speed, location and payment option alongwith a picture will be in that link.

I am guessing these would be on the Highway next to the Airport where you have two camera's in quick succession.
