Thanks everyone for your advice. This is how it eventually panned out:

  • My file was submitted to RTO on Thursday morning (19th Aug).
  • RTO was closed on Friday (20th Aug) on account of Muharram, so it wasn't processed that day.
  • I needed the delivery to be on that date, as it was Varamahalakshmi festival for us.
  • I requested the dealer to provide me the vehicle without the number being assigned.
  • They were hesitant, but I was able to get a letter from my company and the corporate leasing company undertaking the risk.
  • The dealer finally agreed to deliver the vehicle on 20th as per my request. However, it was risky because my insurance would not have been valid without a number being assigned.
  • After taking the vehicle on Friday, I patiently waited to get my number allotted on Saturday.
  • However, there was a server issue (apparently!) in the RTO on Saturday, so the number didn't get approved.
  • On Monday afternoon, by around 3 PM, I got an SMS from RTO saying my requested number was approved. It was only then that I could freely take my car out of my parking to drive!
  • The number plate arrived on Tuesday evening, and I got it fit on Wednesday.

To summarize, it was possible to take the delivery of the vehicle without the number being assigned, but the risk was huge, and the risk had to be borne by me (in this case my company and the leasing company involved). Once the number gets assigned, it is OK to drive even without the HSRP for a few days.

Hypothetical question : What if someone has driven the car without a registration for 4 years. Then registered a car after 4 years of driving - is there a risk in me buying this car (pre owned by this person) 2 years after permanent registration?

I have a quick question on this. Am from Bangalore. I have got the vehicle delivered with a TC number stuck on it. Next day I got the road tax receipt and number allotted. I could also see all details on Vahaan portal and have ported it to my Digilocker.

Question - should I remove the TC number stuck by the dealer and stick the alloted registered number till the HSRP plates come? (Dealer says it may come early next week).

Or can I just keep the TC number and if stopped show the road tax receipt/ invoice / insurance?

All this is just for a few days till the HSRP plates come.

You can retain TC number sticker, no harm. Will avoid cops stopping you. Since you have road tax paid receipt, even without TC there should not be any problem but having one may avoid unnecessary questions by traffic police.

Hello,
I have a question. My dealer will be sending the car for registration on Monday (22nd of August). Will I be able to take delivery of the vehicle once the tax has been paid? I spoke to the dealer and he says that the car can be delivered only with the HSRP plates fixed. Also, I have already selected number which I need. So, need your valuable advice if I can take delivery without the HSRP and what has to be done if the dealer refuses the delivery without the HSRP plates?
