Bihar: BH Road tax to be collected for 14 years upfront - to fine existing owners for part-payment

Has anyone received any intimation for payment of BH series vehicle registration charges upto 14 years. A friend from Bihar purchased a vehicle last year and had to pay differential tax for 12 years citing a Bihar government Gazette notification that came out in July 2024.
I also have a 2024 registered BH series vehicle with tax paid till 2026. I am also seeing a fine of 1000 Rs in the pay my tax section of the parivahan website. Could it be because I am yet to Pay the tax for the remaining 12 years. Has any such notification been issued in other states?

I'm doing a bit of guesswork here but it might because there was a delay to pay the last payment. The tax is paid till 02 march 2026. That suggests the last payment due date would be 02/03 march 2024. But the receipt date is being shown as 12 march 2024.

Bihar government has made a mess of the BH series. Now suddenly they are asking all 12 years at once within 60 days by bringing a sudden law. Moreover, there is no way to pay online that means dealing with RTOs and corruption and bribes. Please update if there is a way to pay Bihar 12 yrs BH fees upfront online.

I think the way to do it is to change the period in the pay my tax section from 1 to 6 if you want to pay for 12 years.

As I understand that the BH tax is 25% more than state tax but paid in 2 years installments which makes the upfront tax outflow lower vs paying state tax. If one needs to pay entire BH tax at the beginning then won't the buyer end up paying more tax vs regular state tax? It kind of defeats one of the main benefits of BH tax.

Also, what happens if owner moves to another state, having paid the entire BH tax upfront already in current state? And what would happen during resale?

Everyday with such news I'm developing so much of loathe for these governments and administrative people. They are making it difficult for a common man with dreams to survive and live a life.

Just change your address to another state and use the vehicle in Bihar.

I was kind of expecting this. Instead of the BH registration, they could have just made the Road Tax uniform in all States and UT's.

Isn't note generally added as explanation or illustration? And with this note they impose retrospective tax burden on people who already purchased the vehicle with previous 'Note' if there is any. General rant - We have now many flavors of BH implementation. Few states like TN, TS never implemented BH series. Some like KA told not for private sector. Some in MH diluted with additional documentation. Many states still apply the BH road tax post GST application. Bihar wants to collect now for 12 remaining years within 60 days. Wondering why they left the fifteenth year. Any more flavor left? So much for ease of living and freedom of movement, federalism etc.

Talking of flavors of BH implementation, I too own a BH series car registered in Lucknow, Uttar Pradesh in April 2023.
Just checked the portal after reading the posts here and found that I can pay the lump sum tax for 2 years. While I would be happy to pay the tax for the next 14 years, the portal does not allow me to do so. This, I guess is on the intended guidelines for BH registration.

Someone lost the point of BH registration. New vehicle buyers will register their cars in nearby states with BH series and happily drive in Bihar by paying just 2 years tax; given that other nearby states also don't follow the same 14 years upfront rule. This also might result in shifting of sales of vehicles from Bihar Showrooms to places like JH/ UP/ WB etc! Talk about the thinking depth of people making these rules. Expect the local automobile association crying foul soon.

Because 2 (years of BH regn) X 7 years= 14. If they went for 2X8=16, it could not have been possible because the registration can be anyway valid for max 15 years. So, in other words, 14 years is the max that they can suck the juice upfront.

This type of schemes will be only as strong as the union government's political will - another election and BH can become a headache and a cop magnet.

State governments are getting money for the entire life span of the car currently with normal registration, why they would forego that money other than for political purposes is what I wonder.

Right on point. Here are the gaps I can see:
  1. 60 days from when?
  2. Someone who registered in 2021/22 and has paid for 4(2+2) years already are excluded in this notification.

By the way, if anyone can share the notification they received from the RTO after blurring their personal details, it will be great.

Won't they need to have a local address proof in the other state to register it there?

It may be possible for some, but may not apply for many that they'll have a handy property / business establishment in the neighboring state that can be used to prove their domicile in the neighboring state.

This is the easiest part. Rent agreements are accepted as proof at RTOs.
