Telangana to scrap 15-year-old vehicles from January 1

Telangana is all set to scrap rickety and polluting vehicles from Jan 1, 2025. Vehicles which are 15 years or older and fail to pass the required fitness tests will no longer be allowed to be registered or ply on roads.

Vehicle owners would be left with two options: Scrap the vehicle or face consequences if caught plying on the roads. However, vehicles that successfully pass the fitness test would be allowed to continue operating for an additional 3-5 years by paying green tax. The exemption, however, would not apply to around 10,000 govt vehicles that have to be scrapped once they are 15 years old, regardless of their condition.

Telangana has large fleet of buses that are very old.
Why scrap all 10,000 government vehicles that are old? Instead they should have fitness check for all 10k vehicles and scrap only those that fail the test and not waste public tax payers money to replace entire fleet.

This is still good as private cars which are well maintained. The car owner is not burdened to buy a new car every 15 years and spend his/her money just to get another car.

The thread title is utterly misleading. The title makes it look like this is the stereotypical blanket ban eveyone feared.

However, it simply isn't. This is exactly how bans should be implemented. It is clearly stated that the said vehicle is free to ply on the road once it passes the usual fitness test.

And let me also highlight that fitness tests, atleast in my experience with the MH RTO aren't stringent. They demand a PUC certificate (won't do it themselves either), the old RC card, chassis print, green tax receipt and a valid insurance. An RTO inspector will then inspect the vehicle on a set date.

He isn't going to go around checking for leaking dampers, bad braking hardware and the likes (like most developed countries). He simply checks for all the lights and indicators, tallies the VIN against the documentation and maybe checks if you have some 'illegal' fitments such as bullbars and a sunfilm. Honestly, I feel like this 'inspection' is only in place to ensure one hasn't tampered with the car's VIN and that the said car actually exists in running condition & isn't just rotting away in a parking spot. Frankly, if you don't have basic stuff like this in order, then your car isn't fit to be on the roads.

That's about it. You recieve a new RC card and green tax reciept after paying. I think this is the right way forward. Whoever wishes to keep the cars can do so by paying a small fee (especially as compared to the cost of buying a new one) while old unworthy vehicles can be scrapped.

That's a very sensible approach compared to the blanket ban that Delhi-NCR implemented.

lol. I thought click-bait articles was the forte of TOI and online tabloids. Never expected this in team-bhp . Like others I read the news-letter from team-bhp saying "Telangana to scrap 15-year-old vehicles" and was like, what, my vehicle then has only 5 more years of life

But all said, most initiatives like these, get started with a benevolent intention. Just that the process of implementation in India is riddled with bribery and loopholes, it ends up becoming a namesake initiative.

There is a project underway that is trying to convert some of the buses to CNG or EVs. That maybe a way to save some of them. But I haven't heard further.

Now I hope the testing process would be fair, with no malpractices and failing of vehicles for silly reasons.

The whole concept of scrapping and pollution check in India is a big joke. I will tell you my experiences across 3 states as I have homes in all these 3 states namely KA, TN and AP.

1. I had a BS6 KA registered Crysta Z diesel automatic car and took it on a long drive to the western ghats immediately after I bought it. I was stopped by police in the ghat road in the middle of no where and asked about pollution certificate. I was kind of searching in the glove box and my wife reminded me that this is less than one month old vehicle and hence no pollution check is required for the first one year. I told the same to the police and they said where is the green sticker on the wind shield stuck by the OEM. I had to spend some time to convince them that it is a brand new vehicle even though it may visually look like a decade old car ( sorry Toyota for their bland design of the flagship car ). As soon as I reached Bangalore, I took my car to nearest pollution checking petrol bunk near my home. Even though I am not required to do pollution check for a one month old vehicle, I thought better to do it as it is a matter of Rs 100 and why have headaches with police in other states. The guys at the pollution check were struggling to check for BS6 diesel vehicle as the reading is showing 0 on their machine ( I tried at different places and same result ). They said that they cannot take a print for 0 number. I got fed up with them and came back home. After one year, I eventually got an insignificant small number in their machine and finally got a pollution certificate as it looks like I am glad that now my car is polluting fortunately, otherwise I will not get a print out if it does not.

Karnataka are on line and I can check my pollution check in their state specific web site which is not connected to the central database of Parivahan.

3. I had a TN registered Scorpio VLX diesel which was BS4. No issues with BS4 diesel checking parameters set in the machine. There is apparently an issue with BS6 diesel. I used to get pollution check done in Chennai every month purposefully so that police in Bangalore if they catch me, I can show them the pollution certificate saying that I just came to Bangalore in a typical desi juggad way.

4. I have AP registered Jimny petrol alpha automatic and it just crossed one year and hence I took to the nearest mobile Maruti van based pollution check located on the AP highways. Here in this state they donot have the checks done in petrol bunks. Andhra Pradesh is not online and hence the certificate was printed in a printer in the Maruti van without checking at all. I just gave Rs 75 and moved on. I am kind of not happy on why they are giving it only for 6 months for a petrol vehicle in AP as it is for one year in other states.

I remember taking my Mercedes Kompressor for a pollution check in USA which goes through an elaborate checking with a lot of sophisticated machines before a certificate is given. This makes a lot of sense and the owners also responsible and have some confidence in the system if they say that it needs to be scrapped.

In India, at 15 years end, Nobody knows the scientific way of determining if a vehicle needs to be scrapped nor not. No sophisticated equipment is ever deployed at the RTO and they randomly take a call and as we all know desi juggad way to bypass the procedure ( we can see many such vehicles with black smoke on the roads and nobody cares).

India is not a rich country like USA etc. Can we really afford to scrape our cars every 15 years. The resources are limited on this planet. If we start doing scraping on mass scale without any scientific basis randomly at the whims of RTO guys, what will happen to the posterity? Will they ever have resources to build new cars 100 years from now and enjoy driving like us in future.

I agree if the vehicles especially Govt vehicles are scrapped without testing at the end of 15 years because they must have run 2 million miles by then. But the private vehicles are hardly run 100 K miles and they have a lot of life left in the vehicle.

While I have not read the policy, but based on this article it appears a move in the right direction. Unlike NCR, state will not forfeit the vehicles. Whole scheme is voluntary which gives (abysmal) benefits to the owner if he/she were to opt for it. Older vehicles are subject to extra tax, which will be waived if any were to voluntarily scrap their vehicle. I think as humans, we don’t like to be forced to do something and always want options, which is what this policy offers.
