E- CATCH failure: government mulls updating driving licence and RC records ! The Union government has released a statement saying that owing to unrealised fines, driving licences and registration certificate (RC) the records with the Transport Ministry and state governments need to be updated to track the erring persons.
And hence the Union Transport Ministry is considering to bring a new rule making it mandatory for vehicle owners and driving licence (DL) holders to update their address (Aadhaar), mobile phone number and other details, a move aimed at reining in violators going scot-free and evading penalty.
The Union Transport Secretary, Mr V. Umashankar has revealed that due to an outdated record hosting, database, around Rs 12,000 crores of pending e-challan fines remain unpaid.
It is however common knowledge that evaders are smarter than the law enforcers. E-CATCHES through the installed CCTV cameras on road networks are futile if records of erring vehicles and drivers are not available in the VAHAN 4.0 database. And many of these vehicles change hands with records not getting updated. Also many of these with lapsed RC records still run on the roads and a majority of these are used by the daily wagers, rural folk, etc and even the so-called better offs.
PHYSICAL-CATCHES or P-CATCHES like before work though, but come with riders as bribing and mercy let-offs happen.
One is not sure how the government's new rule will rein in the chronic evaders who have been now housed in safe havens, come the E- CATCHING era. Again it's proved that the honest ones are the softest targets for the E-CATCHES.
