Personal Cars: 1. Maharashtra EV policy's 10% purchase incentive for personal 4-wheelers is limited to just 10,000 vehicles. That's hardly 4 months of EV sales in Maharashtra, while the policy is for 5 years! At this rate, govt will need to replenish the incentive pool more than a dozen times in the policy period. There will be delays, and EV sales will fall in the interim waiting for the next GR. Horrible way of doing things, and creates avoidable confusion in the market every few months. Suggestion: If govt is worried about spending too much money, limit the incentive to cars up to 15L including chargers, but specify a min battery size (40-45KWh) or real-life tested range (300km). It will avoid subsidy on more expensive cars, and also push the EV makers to launch cheaper models. Personal/home chargers: 2. The policy has no incentives for personal/home chargers and power connections! We need to remove friction and costs from EV charger installs and make them commonplace. Currently, MSEDCL provide an EV green meter in the meter room of apartment complexes, but there are no real deadlines, linemen bribes are commonplace, and each individual EV owner has to fight battles with residential societies for the wiring up to the parking space. Suggestion: The state EV policy can make it mandatory for all licensed power distribution companies to provide green meters in the designated parking lots within 15 days of an online request at an all-inclusive flat fee of say ₹10K including meter and wiring for 7KW/32Amp. Chargers can be bought from the market. 7KW charger prices are down to ₹20K and will fall further with volumes. These are simple devices. 3. The good thing is that all new residential buildings are required to have 100% of parking spaces EV charging ready. In the commercial building clause, EV charging ready is indicated as 'including pre-wiring and charger installation or provisions for future installation'. Suggestion: Minimum 7KW rating for chargers and charger ready wiring for parking spaces, to make EVs worry-free for overnight 10 to 90% charging. |
