The owner has retained his number from his old car like Fiat / Ambassador.

Two new RTO's were added in Mumbai region.
1) MH46 - Panvel area serves Panvel, Kharghar, Kalamboli, Kamothe etc.
2) MH47 - Borivali RTO started in 2014, serves area from Goregaon to Dahisar. These areas were served by Andheri RTO (MH02) before.
Not sure if this is the right thread to be asking this.
I am looking to buy a luxury car in Delhi and looking for HP registration. The cost difference between the two (DL vs HP) is almost 3.2 Lacs for 50 lac ex showroom car. I have a valid property in HP so legally i can register the car there. But i stay in Gurgaon only and the car will see its entire lifetime here in Delhi NCR only.
My question is with the influx of so many HP cars plying in Delhi NCR; will this eventually become an issue? While most dealers have stopped HP registragtions, so the number of cars wont increase dramatically but will the cops start probing and make it an issue?
Looking for thoughts!

I don't think it will be a problem for you in long term. Delhi NCR already has a good count of DL,HR,UP series of cars along with HP and PB. Being a capital with a limited size, there shouldn't be any objections as people are going to come here from all parts of the country for all sorts of reasons.
Only thing which I can suggest is to be careful and avoid breaking any laws. The traffic cops have a habit of comparing the driving license address to the car registration number and depending on their mood, they may try to take advantage of you to dole out some additional cash.
Lastly, it's only when you decide to sell your car, you may have to go back to HP to sell it or procure a NOC from the HP RTO. This would be an additional effort.

Thanks Shankar! very helpful.. Will go ahead with the HP registration. BTW i also learnt that HP charges the taxes on pre GST invoice value (Essentially 60% of the invoice) whereas Haryana charges full tax on final exshowroom. Just adds to the difference.

Oh. This is news to me. It is nothing but a cruel joke on the car buyers who end up paying tax on a tax not to forget 100 other direct and indirect cess.

I know CH and PB also do this. Its a shame that some dealers dont know this fully. Essentially, if the invoice doesnt have the GST breakup clearly mentioned then the RTO sometimes charges in full. Just need to be careful.
Kerala state was proposing a new method for registration which included the year of registration in the number, administered by a central repository without separate code being assigned to each RTO.
For example, KL-20 1 will be the first vehicle registered in Kerala in 2020, and the series goes on till A to Z, AA to AZ / ZA to ZZ till Dec 31. From 2021 , KL-21 1 starts.
It must have been shelved due to Covid-19.

In Punjab ,the Road Tax is charged on pre GST price of the vehicle while in chandigarh ,even though the rates are less but the Road tax is charged on full ex showroom price /post GST price of the vehicle.
But even in case of discount getting reflected as reduced pre GST price will not lead to reduction in road tax as road tax will still be charged on full Pre GST price in punjab and discount would be ignored.
I saw this mysterious registration number some days ago. Would be grateful for insights / explanation.

Came across this old comment today. It is actually a nice idea. I assume there are still 4 numerical digits after the AA-to-ZZ letters. Eg, KL-23-AB-1234 would be the 281,206th vehicle registered in 2023 (by my calculation, after exhausting the no-letters series, the single-letter series, and the AA series). The system is good for a maximum of 70 lakh per year, hopefully well above the needs of all states.
But I think some people like to know which RTO (or which city) a car is from, just by looking at plate... if law enforcement folks want that at a glance, it won't work.
