Abolishing of Entry Tax

Hi Guys
On 26 th Jul 09 Times Of India there was a news report that Karnataka High Court has passed a judgement (based on some PIL's) abolishing the practice of Entry tax for new vehicles being brought into Karnataka.
I understand that this would be implemented only after the Govt Notification is out on the subject.
Can somebody advise how much time this would take and from where we can confirm that the Govt. notification is out.
