I would call it a stretch to be synonymous with Detroit. It was not anything extraordinary. And yes, the first episode in Grand tour season 3 , had a scene under the bridge.

The bridge was in terrible disrepair, so to hide it, a tarp was printed and covered the bridge. This pic shows how it was under the tarp.

The Packard company went bankrupt and the factory was closed in 1958. Today, it is acknowledged to be the largest abandoned factory in the world.
