Legally tesla's autopilot is not approved in Germany. So none of the Tesla's in Germany can use FSD. I'm guessing the driver here was just using lane assist and for this the govt. does not mandate driver monitoring. But tesla's FSD does include driver monitoring and is capable of recognizing if the driver is sleeping.

Please forgive if the suggestion is not practically implementable :

For ADAS and AI, some kind of RFID based tech to slow and stop vehicle should be implemented

Of course, only law enforcement agencies should be allowed to trigger this emergency manoeuvre

The person seems have deliberately manipulated the car AI. Hopefully punishment for endangering lives of other road users will also be meted out

All said and done, AI or Not, failure of the Nut behind the wheel is most dangerous scenario
