If you read the whole article, it becomes clear in the end that they are only talking about heavy commercial vehicles older than 15 years which according to them are just 28 million and account for 65 percent of pollution caused by vehicles.
Frankly, all commercial vehicles need to get a fitness certificate every year and if those laws had been implemented properly and without corruption, we would never had been in this debacle and see such knee-jerk decisions.
