Clutch issue with Bajaj XCD 125 DTS-SI

My friend's Bajaj XCD 125 DTS-SI has clocked 18,969KM. He is facing a peculiar problem with his clutch. He is unable to accelerate quickly. When he tries to accelerate, he noticed a strange noise emanating from the engine. He is unable to kick start the bike in the morning. He is forced to use the electric start instead. Even overtaking quickly has become another problem. But there is no problem when he rides smoothly, accelerates gradually.

FE is around 65-70KMPL. The service advisor at Kalyani Bajaj recommended changing the clutch housing. Is this absolutely necessary or is there another solution to it?
