According to the website, the rev limit is increased to 11,300.

Yes it is very noticeable and the rev limit too is higher.

i have a question,
i have never owned a two wheeler, and have hardly ever ridden a few. an RX, a cub, an activa. Am now wanting to buy one and have had my heart on the 390 and iron 883. What should i do? should i just go and pick it up or buy something lower down in power?(although i would not like to do that) Is it wise to own a 390 as a first bike. am at my wits end. please advise.

I recommend that you sit your heart to the side for the present and consider buying a smaller, used motorcycle.

The smaller motorcycles are less expensive, less intimidating and easier to handle while your riding.
During your learning stage, you are going to drop the bike more than once.
The used motorcycle won't be such a heartache when it gets a few dings and scratches on it. It will also be considerably less expensive to repair after it's been dropped. (The Harley 883 will cost a fortune to fix even the smallest damage.)

As you say you want a Duke 390 try looking for a used Duke 200.
Not only will it cost less, after you have gotten good riding it, the 390 will be an easy step up.

I feel the Duke 390 is a good learners bike. I have just bought one - am riding a bike after 12+ years. Have had no "relearning" concerns since it is so darn easy to ride.

The light weight makes it simple to corner and balance at slow speeds. There is play in the throttle at zero position to prevent accidental power dumps. Brakes are strong and will get you of of trouble without drama.

I suggest you take a test ride and see how comfortable you are. Remember the 390 is viewed as a beginner's bike in a lot of countries.

My two cents - keep your wits about you and things shld be fine
