Can't really make out whether the saddle bags on the side are both battery packs or just the right one which is shown in the video. Also, the gun stand on the handlebar looks really cool.

Can't read Russian, but 53 seconds into the video, the top right says 100 km. I'm guessing that's the range which seems sufficient.

Overall, seems like a good concept. IMO we need more electric motorcycles than electric scooters. It'll also be a good way to promote electric vehicles in India. This is also the reason why I am hoping that Tork motorcycles make their entry soon.
