No insurance for non-RTO electric two wheelers like the Okinawa

I will never understand rules like this. To promote something whats the point in removing legal protections? This is like not needing seat belts in Autos while it is mandatory in a car.

Vehicles like these electric scooters should be registered and require license and insurance
