It sure has a hub motor and no visible exhaust, could be! But, as far as I know, there is no confirmed news from Hero Electric about any EV version of this iconic bike. Even the seat cover says 'Splendor+'.

Could very well be one :
1. It's a Splendor chassis for sure - with seat markings too.
2. Battery pack (camouflaged) instead of the engine.
3. Absence of the kick start.
4. Absence of the exhaust.
5. Motor on the rear wheel.

Do Hero test riders go out looking like this? With no gear on? Test bikes from all other brands seem to be ridden by competent riders wearing full gear. This guy looks like he's on his way to grab a packet of milk and some bread. If this truly is a test rider, then it speaks volumes about Hero's approach to product development.
