Understanding Seat Belts : Layman Language

Hello everyone! I had a query.

We have an old 2010 Innova and the seat belt was quite tight as compared to other cars and used to cause discomfort while wearing.

Now after 10 yrs, it has become even more tight and the movement is also not as free as earlier. How can it be loosened? What will be the aproximate cost?

Do I need to do it in the service center itself or can it be done in a local garage?
