Adding to that, driving with low beams is mandated even on vehicle evaluation tracks in all conditions (including broad daylight) though all the 'users' of the tracks are expert drivers. This is done for enhancing visibility.
Infact, three points are mandated before putting vehicle in gear :
1. Headlights ON in low beam
2. Adjust driver seat into proper driving position
3. Adjust ORVMs and IRVM
