They seem to be stickers pasted over the number plates to maintain anonymity.

This is the most preposterous judgment I've ever come across!

How is it supposed to be established that it endangers public safety? By demonstrating accidents and killing people?

I wonder is this how our judicial system works?

I know for sure that certain states in the USA permit talking on the phone (not texting or other stuff though) while driving, however the rules generally prohibit cell phone use for drivers of commercial vehicles and school buses. Some shrewd advocate might've used the first part to convince the High Court of Kerala to pass the said judgement.

The original judgment was about applying Kerala Police Act (which is applicable only within Kerala, of course). Prior to that judgment, Kerala Police used to charge phone usage while driving cases under section 118(e) of the KP Act, which says:

shall, on conviction be punishable with imprisonment for a term which may extend to three years or with fine not exceeding ten thousand rupees or with both.

This judgment stopped that practice, because the police was not in a position to demonstrate the "danger to public" condition.

In contrast, usage of mobile while driving in Karnataka is charged under section 230(A) of Karnataka MV Rules, which says:

230-A. Prohibition of using or holding mobile phone while driving:
(1) No person shall while driving any motor vehicle in a public place, use or hold in his hand a mobile phone.

Here there is no rider of "danger to public" etc. There is simply a blanket prohibition. And the fine amounts are as per section 177 of MV Act:

177. General provision for punishment of offences:
Whoever contravenes any provision of this Act or of any rule, regulation or notification made thereunder shall, if no penalty is provided for the offence, be punishable for the first offence, with fine which may extend to one hundred rupees, and for any second or subsequent offence with fine which may extend to three hundred rupees.

So what had happened was that Kerala Police, in their infinite greed, chose to charge mobile usage cases under a section of law that had much higher fine, conveniently forgetting that the burden of proof is also correspondingly higher. And the court called their bluff.

That is, it is not true that in Kerala, you can speak on your phone as you please. Just that the section of law under which you get charged has changed.

There have been previous discussions on this thread about Faisal Khan, a YouTuber who reviews vehicles, tests their limits, and pushes them to alarming speeds on city roads in Mumbai.

In his lastest video, he "launches" (in his words) a Bajaj autorickshaw and drives it in the opposite direction of traffic (check out 6:45 onwards):

While we're at it, there's this another video of him driving a Maruti 800 at extremely high speeds on Navi Mumbai's Palm Beach Road, and at 7:50, you can see him trying to bring the vehicle to a stop at a signal from 120+ kmph. Obviously, he locks up his brakes and concludes that they're extremely weak, but that doesn't stop him from repeating his stunts over and over again after that in the same video. There are countless such YouTubers who perform stunts and upload their videos onto their channels, but this Faisal Khan enjoys immense popularity and attracts a lot of praise from people in the comments section of his videos.

I would blame the driver of the Creta here. Stopping right in the middle of the road and asking for directions. In addition to that I am worried about some unforeseen incidence these idiots can cause on highways. Since they are in racing mindset, any other vehicles on highways may get involved in some serious accidents due to this. No offense to them, this is on the lines of old-time circus performance drivers' stunts which atleast were done in controlled environments. This guy is jeopardising others also by doing such on public roads. :Frustrati

There was a proposal from union ministry to scrap RTOs some years ago, which looks like is stuck in a limbo; that way the license issuance nautanki currently going on can be atleast re-looked. Don't know whether they will overhaul the process, but guess that must be done to avoid such morons getting driving licenses.
