Changey Senti is about 25kms from Gangtok(never been there), I've travelled to East Sikkim to Tsomgo Lake & other places. The road to Changey Senti deviates from NH-31A so the conditions are not known. Generally Sikkim roads are well kept. Travel time from NJP to Gangtok would be about 4 hours. There are lots of hotels available which can be booked in advance (refer any travel portal)

Weather is pleasant now as it gets colder only from Nov. The info on phone nos, emergency contacts etc can be obtained from the Sikkim tourism website http://sikkimtourism.gov.in/. Enjoy your trip.

I cant be sure, but I think Changey Senti is the location for the upcoming airport in Sikkim, near the small hamlet of Pakyong. If that is the case its about 30kms south from Gangtok center. But even so, expect to take about an hour to get here from Gangtok. Most roads off the main highways are not great and can also have some pretty steep gradients which can make progress very slow.

You can always stay in hotels in Gangtok, but try to find hotels in a place called Tadong just south of Gangtok on the main highway. Tadong is almost contigous with Gangtok itself and has a few hotels.
