pwd rest houses in shimla and kullu

My friends' family is visiting HP towards the end of july and they want to book the PWD guest house/ Circuit house. Does anybody an idea about the condition of these guest houses?(cleanliness of rooms,facilities,food,distance from the town center etc)

1. PWD guest house, raj bhawan road, chota shimla
2. Circuit House/Rest house at Kullu.

BHPians from Himachal please provide some info about the same
