Best time to see snowing in Shimla

I'm planning for a family (couple with a kid of 6 years) trip to Shimla/Narkanda/Chail (any destination) where we can see snowing. What is the best time to visit?
Is it OK if I plan for 22-28 Jan, 2011?

We want to go in a season where less crowd is there
