Never faced that problem in Mumbai. People here speak English, Marathi, Gujarati , Hindi, Punjabi etc. I think in most parts of India people do understand basic Hindi and / or English.

Well my need for the all India atlas is when traveling on state and national highways, specially at night when it definitely is helpful.

City maps may be an added advantage but typically you always find somebody and ask the way.
