MileCuncher, first of all, it's "license" and not "licence". To answer you question, Yes, I was holding a learners license during the mentioned period. I was at Fiji that time and its legal to drive in Fiji at the age of 15 from the year 1978(FYI).

Secondly, I agree with you, that certain people have that "give two hoots" attitude towards the law. But that is only a few percentages. What I do not agree with you it happens in India only. I have the opportunity to travel several part of the world as and driving without a license happens everywhere though illegal. So once again, as mentioned and agreed earlier, this is a learned forum, please be careful in choosing the correct words as these not “Only in India” but happens everywhere. So please be careful before putting such words against our country. Thanks.

As per British Spelling it is "Licence" even though the other related words are Licensee, Licensor et al . ( Source :

In that case its not illegal, is it? Itook offence (not offense) to the statement "Driving Illegally". Laws are different in each country and if one is following the law of the land then it is above board.

Even i have had the chance to travel decently outside our borders and yes breaking the law happens across the world but the difference is percentage of people doing it over here in India vis-a-vis say Europe or US.

Just my 2 bits worth -
Underage driving is not something to be lauded but, is not as big an evil as say - DUI.
Underage driving was a fact of life about 20 years ago, traffic was sparse and kids were often allowed to drive within their compound or in the colony but were not get onto the main roads. This changed with independent houses and their compounds disappearing and all roads become full of vehicles people etc.
Drunk driving or DUI causes many more accidents than underage driving. Many underage drivers involved in accidents are drunk/stoned and the immediate cause of the accident is often the impaired judgement caused by alcohol or other drugs.
Another major factor contributing to accidents on Indian highways is driver fatigue caused by inadequate rest and long stretches behind the wheel.
Am 21 currently. Will be turning 22 this October! :)
