Oh sorry, because she was trying to get an aadhar I assumed she was a resident. Aadhar is not available for non-resident foreigners, even if you have OCI.

This pretty much used to be the case but from Jan 2024 aadhar is officially allowed for NRIs as well. The revised Form 1 now has a separate column for residency.

According to the previous post (and this link on the same site), it isn't.

At least, it is, but only if they satisfy the requirements of residency. So... a resident, Non-Resident Indian can get Aardhar.

Maybe they are yet to update this site. But in the FAQ at the official UIDAI site I could find the following: (source)
