Well why did America not have an Elon Musk. why did they have to get one from South Africa?
Or Google CEO. Or Microsoft CEO....

People from all over the world flock to countries where its easier to setup industries and build businesses. Elon Musk did not come to India. He went to USA. Its like water, which flows in the direction where it can. So if you want to build world class products from India, first the system has to change. Otherwise most people who can do it will run to countries where the hurdles from the government are minimal.

Another good reason is that we are content in our mediocrity. There are enough people on this thread who say 'why do we need an EM' or 'we have a Ramdev but America doesn't'. If pushed too hard, the conversation turns towards patriotism or nationalism. We should have our own version of Godwin's law.
