Mumbai's malls & eateries to run 24x7, move called by state tourism minister

The move was approved in a meeting called by Maharashtra tourism minister Aaditya Thackeray on January 16.

Malls, multiplexes, shops and restaurants can stay open round-the-clock in Mumbai from January 27 for the people, but they will not be allowed to serve alcohol, the Hindustan Times has reported.

The Brihanmumbai Municipal Corporation (BMC) and Mumbai Police have given the permission to such establishments, which fall under “gated communities” and non-residential areas across the city, to remain open 24X7, said the report citing municipal commissioner Praveen Pardeshi.

The move was approved in a meeting called by Maharashtra tourism minister Aaditya Thackeray on January 16. The meeting was attended by the civic chief and commissioner of police Sanjay Barve along with the representatives of shopping malls, hotels and restaurants.

The decision will allow at least 25 malls, several other shops and restaurants across the city to stay open throughout. However, it is the choice of owners whether they want to keep them open 24X7, in view of the business benefits. The days on which the establishments will remain open round-the-clock will also be decided by the owner, said the report.

“We have given permission for 24x7 functioning from January 27. Gated communities, primarily with entertainment and food plazas, have been given permissions. We have cautioned the representatives of the establishments to ensure fire-safety compliance and security,” said the report quoting Pardeshi.

Good move in my view! Should be replicated across the country as long as safety is not a concern. Helps businesses get better ROI, helps customers to plan the day more flexibly!

Chemists have had the provisions to be open throughout the night, however barring a select few, no one else have really change their setup into 24 hours operations.

Except eateries (that too in select localities each eatery with different USPs based on the locality) I don't see any other business sense in keeping the shops open throughout the night.

Perhaps Paanwalla may also run profitably for the night birds.

Not necessarily. Many fast food franchisees are given the option (e.g. Dominos), but only those close to call centers / airports etc. choose the graveyard shifts. Reason = unless there is foot traffic around you, it simply makes no sense and becomes loss making.

A majority of Indians either sleep early or watch TV till midnight. Only a small % are out for leisure after midnight. I think this move might make permissions easier for those businesses that would've wanted to stay open late, but it's not going to make a difference to the majority.

This will help popular roadside eateries and snack bars, bars/pubs be open longer, but I seriously doubt any establishment wants to be open 24*7. It actually has much lower RoI/Effort: staff need to be paid more for the graveyard shift, security can be an additional burden, and for consumers, so can availability of cabs (post a night of drinking). The average consumer won't go shopping/eating post midnight so your typical consumers would be those who are out to have a good time. A decent number of these would need monitoring.

Even in towns across the world where the city doesn't sleep, places choose to shut down by ~3am.

The cops might not be happy with this though; because their bribes (to allow places run longer) are taken away.

Alcohol restrictions will stay at midnight I guess.

Even I feel that this will have minimal impact. Starbucks might stay open through the night and may be some fast food joints but that will probably be all. On the other hand, with public transport shutting down around midnight, it might not be easy for staff to commute, making it even more difficult to hire people.

This will probably be the biggest impact. There are some eateries who serve food through the night and they are pretty popular among regulars. Pretty sure cops have one less source of income now.
