What Came first? The Building vs the Road

Whenever i notice a Construction site - new Office Complex, Shopping Mall, Residential colony coming up, there are usually no roads around it,the roads come much later when all operations have commenced in the building, or in some cases, they never come at all!

Is it just me? or some of you have also observed this trend in our cities?

Experts please correct me if i am wrong, but shouldn't it be the other way round?

If you look at housing colonies, you only have empty plots surrounded by roads, the buildings come much later.

So it works either ways.
