So it's now clear:

1. OP (Oxy) was correct, albeit unwittingly so
2. First BMTC conductor was a crook
3. Second BMTC conductor was doing his job correctly
4. BMTC policy of issuing next-month pass is not silly (as I'd assumed) since the passes are in fact valid from the issue date
5. Knowledge of local language does help immensely in any situation

By the way, does this now mean that from 28th to 31st of the month, both the current month's and the next month's passes are valid?
